All ACCSES-IDAHO's member services are non-profit corporations. Each has a board of directors composed of citizens from the geographic area the facility serves. The directors, who volunteer their time and energy, ensure each program provides services uniquely designed to best meet the needs of disabled and disadvantaged persons from their respective communities. The directors are responsible for the adoption of policies and procedures which structure the program's operation. They also employ staff members to implement those adopted policies and procedures.

The State of Idaho, through the Department of Health and Welfare, the Idaho Division of Vocational Rehabilitation, the Idaho Commission for the Blind, school districts, other agencies, and private individuals, purchase various services from facilities on a schedule fee basis. The fees for services rendered provide a significant amount of the total income generated. Rehabilitation facilities also secure grants from state and federal sources and from private foundations to develop and implement projects to serve specific disability groups.
